Medical Emergencies Policy at Procter and Gamble, Mehoopany, PA

Minor Injury:

  1. Call for medical assistance.
  2. Accompany any injured person. You do not know an injured person's susceptibility to pain/shock. Therefore, always accompany them to the Health Services Dept., plant physician's office, or the hospital. A Health Services Department car (tan station wagon), parked outside the Main employees' entrance, will be used to transport injured employees to the doctor's office or hospital. Keys are kept in the main guardhouse. The company car parked at the main employee's entrance will be used as back-up transportation if the Health Services Department car is in use. The guard at the main entrance has the keys. Call Ext. 3246 to inform the guard you will be using the Health Services or company car to transfer an injured person.
  3. Immediate care of the injured or ill person takes priority. After this has been accomplished, then notify the injured or ill person's immediate manager of the injury or illness.
  4. A Treatment Sheet must be filled out as soon as possible describing the injury and how it happened. The injured employee or the employee rendering treatment if the injured employee is unable to complete it must fill out the treatment sheet.
  5. The injured person will report to the Health Services Department for follow-up.

Serious Injury:

  1. Activate the Emergency Response System by dialing 3-911. If you are not near a phone, pull the nearest building fire alarm box and when the first person responds, have them dial 3-911.
  2. Administer first aid, if you are qualified. If you are not, find someone who is qualified to render first aid
  3. Have someone meet the ambulance at the designated doorway to escort the responders to your location.
  4. Call the plant physician: The plant physician is called to direct you to take precautions based on the nature of the injury, direct you as to where to transport the injured for immediate treatment, and will call ahead to make arrangements to ensure the hospital designated is ready to receive the injured person.
  5. Call the responsible manager, the IH&S Manager and the Health Services Department. These individuals can provide you assistance in handling the injury and the family notification, if required.

Family Notification:

If the injured is conscious and coherent, assist the injured in calling home. If the injured employee is incoherent or unconscious, the responsible manager will call the injured's emergency contact number and tell them of the injury (without details) and request they meet the manager at the appropriate hospital. Ask if they need a ride or someone to drive them.

Medical treatment for non-employees: (examples: guards, truckers, sub-contractors, visitors).

Injuries to persons on our premises who are not employees of the Procter and Gamble Company require special handling. The person in charge must consider the points below when an injury occurs:

  1. Provide essential first aid for serious injuries and illnesses using the Medical Alarm procedure on the Yellow Alarm System card.
  2. Notify a member of management, preferably the Security Manager or Health Services Department Manager.
  3. Notify the injured's employer and co-operate with them. The Health Services Department has information sheets listing names of most contractor's officials.
  4. Contact contractor supervisor to transport the injured to a hospital or doctor. Provide plant transportation if other alternatives are not available in a reasonable time frame.
  5. Avoid any discussion of "blame" or "liability" with the injured.
  6. Immediately prepare a written record to include the name, age, and address of the injured, the name and address of the employer, and all details of the accident. Obtain signed statements of any witnesses and forward the report to the Security Manager. Have the injured person sign the contractor treatment record.

Special Procedure for "Unusual Behavior" Problems:

If an individual demonstrates apparent mental incapacity or bizarre behavior whether the cause is mysterious or appears to be caused by drugs or alcohol, the following guidelines must be followed:

  1. Remove the victim immediately from the work area and promptly notify the immediate manager of the observed symptoms and arrange an immediate medical examination either in the Health Services Department or at the hospital. Do not attempt to "diagnose" the cause, merely report factual observations.
  2. If possible, promptly transport the victim to the hospital for medical observation and attention, with emphasis on the safety of the victim and those assisting. Notify the plant guards, who can, if requested, assist.
  3. Two or more persons must always accompany a disturbed person. If medical attention appears necessary enroute, or if violence appears possible, use the ambulance.
  4. DO NOT TAKE UNNECESSARY RISKS. If the victim threatens or demonstrates violence, notify the State Police immediately and take all appropriate steps to minimize risks; i.e, shut down equipment, isolate, or evacuate others, etc.

Blood Borne Policy at Procter and Gamble, Mehoopany, PA

While working at the Mehoopany Plant, place all contaminated first aid materials (paper towels, gauze pads, bandages, used gloves, etc.) in specially marked “bio-hazard” red bags contained in the first aid or Blood borne Pathogens cabinets. Return sealed red bags to Procter and Gambles Health Services Office for appropriate disposal.

To outline the actions required to protect our employees in the event of a local or major emergency situation while working at the P&G Mehoopany plant the following emergency evacuation plan must be followed:

Alarms at Procter and Gamble, Mehoopany, PA

All Northeast Data personnel will be expected to learn the following alarm codes used that the Procter and Gamble Mehoopany plant to ensure safety at the plant. Northeast Data employees will be expected to follow all required actions as set by the Procter and Gamble Company.

Alarm Meaning Action Required
5-X-X (X-X indicates Building #) Chemical Alert: Notifies all people in the Plant that there is a Chemical problem. Continue work. Determine wind direction for possible evacuation.
Siren Evacuation: Notifies all people of a dangerous problem in the Plant. Evacuate work area to North, following evacuation exits.
Phaser Evacuation: Notifies all people of a dangerous problem it the Process Plant. Evacuate work area east of Stock Prep Road
2-2-2 All Clear: Problem has been eliminated and it is safe to return to work Return to work station following the evacuation route.

Fire Alarms at Procter and Gamble, Mehoopany, PA

While working on the Procter and Gamble site, all Northeast Data employee’s will be expected identify fire alarm safety. Below is the actions that shall take place when a fire alarm is activated at the plant.

  1. The fire alarm will be activated when the order of or visible signs of smoke, sparks, smoldering dust or flames are present
  2. Alarms may be sounded in the following manner:
    1. Pulling the firebox in the area of the fire.
    2. Using a fire hose
    3. Calling the Employees’ Entrance (Ext. 32446), giving your location (Building Number), nature of fire, and your name.
    4. Sprinkler system activation
  3. All fire alarms begin with the code “3” sounded on horns. Each complete alarm signal will sound two or three digits, with the last numbers indicating the location of the affected areas

  6. If the alarm system fails to function, Northeast Data employees are required to shout “Fire” to those in hearing distance and call Ext. 3246 immediately. The guards will take appropriate action.
  7. The Division is equipped with a trained Fire Brigade (made up with member from all teams and departments) who respond to all roll storage alarms and Brigade signals (2 long tones followed by the building number). The Brigade will respond with full turnout gear and equipment cart. Brigade member fighting any interior structure fire or where hazards dictate will wear full turnout gear.
  8. When you detect or suspect a fire, you will activate the alarm before doing anything else. Unless the fire is so small you can extinguish it quickly and safely, the delay caused by attempting to fight it yourself, before sounding the alarm may permit the fire to get out of control.

Fire Equipment / Procedure at Procter and Gamble, Mehoopany, PA

  1. Fire doors must always be in operating condition, in good repair, and not blocked by stored materials or wedged or tied open. A fusible link must be used if necessary to keep a fire door open.
  2. Windows, doors, and smoke vents near sprinkler lines must be closed and in good repair during freezing weather.
  3. Sprinkler piping must never be used to support electrical wiring, other pipe or pipes, and an electrical ground.
  4. Use of operation of the following must not be impaired in any way.
    1. Emergency showers
    2. Stairwells
    3. Fire Doors
    4. Sprinkler Lines and heads
    5. Sprinkler indicator post and underground valves
    6. Fire alarm boxes
    7. Fire blankets
    8. Stretcher boxes, first aid equipment
    9. Gas masks and breathing apparatus

    11. Fire hydrants and outside PIVs
    12. Fire walls
    13. Fire extinguishers
    14. Aisles
    15. Watchman Keys
    16. Fire Hoses
  5. Fire extinguishers on mobile equipment, such as that required on lift trucks, welding machines, and the operator prior to using the equipment must inspect trucks. If the seal is broke, or if the inspection sticker is 12 months old, replace the extinguisher. It is the Northeast Data foreman’s responsibility to notify the office when extinguishers are to be replaced on the Man lifts.
  6. Return unused extinguishers to their proper location.
  7. Discharged extinguishers (or those with a broken seal) must be returned to a refill or exchange station and left on the floor. Take a charged extinguisher (same type, same or larger size) from the refill station and return it to the proper location.
  8. Do not use extinguishers for any purpose other than fire fighting. For wash down, use proper hoses or other appropriate means.

Hearing Policy at Procter and Gamble, Mehoopany, PA

When working at the Procter and Gamble – Mehoopany Site it is a must that all Northeast Data employees in the walkway in Building 6 wear single hearing protection. If you are riding a bike or driving a fork truck though that area you will need to wear single hearing protection. However, if you are going to be doing any work out of the pedestrian aisle you need to wear double hearing protection. (I.E. Foam earplugs with earmuff.)

For Building 14, you need to wear single hearing protection in the walkway from the corner of Alarm System Room to the back shop. Double hearing protection is mandatory from the cool room back when doing work in that area. If you are riding a bike or driving a fork truck through that area you need to wear single hearing protection.

Traffic Precautions at Procter and Gamble, Mehoopany, PA

  1. Northeast Data employees will use the designated pedestrian aisles and doors only when working at the Procter and Gamble Mehoopany site. No Northeast Data employee shall use the truck doors while walking in any plant area.
  2. While working at the Procter and Gamble site take not that there is no “Right of Way”
  3. All Northeast Data employees are to establish eye contact between drivers and pedestrians before moving into the path of a vehicle.
  4. All Northeast Data employees shall avoid spills & will go around obstacles when walking / driving at the Procter and Gamble Sites.
  5. Northeast Data employees will notify Procter and Gamble Personnel from the area of spills etc if he/she can not clean up the spill / obstacle.
  6. Only certified Northeast Data employees may operate equipment.
  7. All Northeast Data employees must obey traffic signs and right-of-ways in the Procter and Gamble parking lots.

Operating Equipment at Procter and Gamble, Mehoopany, PA

  1. All Northeast Data employees shall keep hands and legs out of operating machinery
  2. Only qualified Northeast Data employees shall operate equipment.
  3. All Guards will be kept in their proper place.

No Northeast Data employee shall operate any machine with a lock out tag on the machine.

Gate Swiping at Procter and Gamble, Mehoopany, PA

All Northeast Data employees who will be working at the Procter and Gamble – Mehoopany site will be expected to swipe in and out of the gates when report to and leaving the work site. Procter and Gamble has strict requirements on entering and leaving the site. Only the drives of our company vehicles have permission to enter through and leave through the east gate scale. All other employees MUST enter through Gate #6. At no time can a Northeast Data employee enter this site as a passenger. They must at all times swipe in and out of the gates.

Any Northeast Data employee, who is caught not swiping in and out of the gates, will be submitted to the Progressive Discipline Policy. There will be no exception to this rule.

Any Northeast Data employee who is caught not swiping in and out of the gates has the possibility of being banned by the site and may not in the future work at the Procter and Gamble Plant.
